Czech national passenger operator České dráhy (ČD) and Skoda Vagonka signed a CZK 1.2 billion (approximately EUR 43.5 million) framework contract for the supply of up to 11  RegioPanter EMUs.

The two-car Class 650 units with 147 seats will have first and second class seats, modern vacuum toilets, optical and acoustical passenger information systems and a maximum speed of 160 km/h.

The first two units could enter operation on the route Ostrava - Mošnov (Ostrava Airport).
