The Ministry of Railway Transportation of Turkmenistan announces International Tender for the Construction Bereket – Etrek, southern segment of North-South railway.

The Ministry of Railway Transportation of Turkmenistan received a loan from the Islamic Development Bank for financing the project “On Construction of Bereket - Etrek section, southern part of North-South Railway" and intends to apply part of this loan to make payments under the contract for the design and construction of a signaling and communication device; centralization block; diagnostic equipment for cars; construction of the administrative and technical building link on the 256.5 km Bereket – Etrek section of North-South Railway; design and construction of 110 kV power supply line and units; transformer substations of 110/10 kV, construction of the administrative - technical building for power supply in the area Bereket - Etrek. The Ministry of Railway Transportation of Turkmenistan invites sealed bids from eligible bidders for the contract number TKM/ICB/01. The deadline for the completion of the construction is December 31, 2014.

Bidding will be conducted in accordance with the International Competitive Bidding (ICB) procedures specified in the "Guidelines for Procurement of goods and works in accordance with the financing of the Islamic Development Bank" (current edition), and is open to all eligible bidders, as defined in the guidelines.

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below by payment of a nonrefundable fee of $500.

There two ways of making payments: Cashier’s check payment  at the Ministry of Railway Transportation of Turkmenistan or by money transfer to the bank account specified below.

The document will be handed to the bidder (or his authorized representative) directly or by email (for the bidders who paid by money transfer).

The bidders who pay the fee by bank should email the bank receipt to Ministry of Railway Transportation at .
Foreigner would need visa for visiting Turkmenistan. It is therefore advised to plan in advance to approach the concerned authorities (Ministry of Railway Transportation) for timely securing issuance of necessary visas to the visiting people.

All bids must be accompanied by a bid security of 2% of bid price or an equivalent amount in a freely convertible currency, and be delivered to the address below by 15:00 on November 21, 2013. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below.

Late bids will be rejected.
