Russian Railways (RZD) aims to increase the localisation level of Russian locomotives production, stated Valentin Gapanovich, RZD's senior vice president during the Infospace forum.

According to him, RZD and the Russian railway industry  have planned to increase the localisation rate of locomotives manufactured by Transmashholding (TMH) and Ural Locomotives (a joint venture of Russian Sinara investment group and Siemens) to 80%. Currently, it reaches 80% in the case of 2ES10 electric locomotives (Ural Locomotives), 55% in EP20 and only 45% in 2ES5 vehicles (TMH).

For EP20 electric locomotive the 80% level of localisation can be achieved by 2017 and for 2ES5 electric freight locomotive by 2020. Both locomotives are developed by TMH in collaboration with Alstom.
