Slovenia: Civil initiatives against the installation of GSM-R towers
The introduction of a digital radio system (GSM-R) within the Slovenian railway network projected, estimated at EUR 150 million, is facing the protest of local communities. The installation of 252 base stations (GSM-R towers), part of the main project of modernizing the Slovenian railway network, has raised concerns over the impact of electromagnetic radiation on human health, the visual impact of 30 meters high iron towers and the installation of additional transmitters.
Though the Ministry of Infrastructure and Spatial Planning has obtained the necessary construction permits and in some cases has already started setting up the towers, a number of 20 villages organised civil initiatives against the construction, which in their opinion breaches the Aarhus Convention and the constitutional rights of citizens.
